The severe weather also brought rain that unleashed mudslides and prompted river rescues, and winds that knocked out power. The National Weather Service confirmed that a small EF0 tornado — the smallest type of tornado with winds reaching 65 to 85 mph — touched down at about 9:20 a.m. Friday. The twister knocked down trees, blew out windows, damaged an apartment complex’s roof and the roofs of two homes and a steel billboard, [NBC Los Angeles reported](http://www.nbclosangeles.com/ "undefined").
