November 14, 2011. A prisoner said to be mentally unsound is held in solitary confinement at Rumbek central prison with a padlocked chain around his ankle. The prison of Rumbek, the capital of Lakes State (center), dates from 1948, at the time of Anglo-Egyptian condominium (1899-1956). Despite its vast oil reserves, Southern Sudan is one of the poorest countries in the world.
