Muller [filed the first charges](http://time.com/5002225/robert-mueller-indictments-paul-manafort/) in his investigation on Monday, [indicting](http://time.com/5002070/paul-manafort-charged-donald-trump-robert-mueller/) Trump’s former campaign chairman [Paul Manafort](http://time.com/5003298/paul-manafort-indictment-donald-trump/?xid=homepage) and his business associate, Rick Gates, on charges of conspiracy against the United States and acting as an unregistered foreign agent, among other charges.
