The blue is the [00:09] rest of the people in the individual market. That's the [00:12] market where people don't get health insurance at [00:14] their jobs, where they buy it themselves. The whole [00:16] idea of Obamacare is the people in the blue side pay [00:19] for the people in the red side. The people who are [00:21] healthy pay for the people who are sick. It's not [00:24] working and that's why it's in a death spiral. Here's [00:26] how we propose to tackle this problem. We want to [00:30] have a system where we encourage states, with federal [00:33] funding, to set up risk pools and reinsurance [00:36] mechanisms. Here's our solution. Let's make sure we [00:39] just cover the people who have preexisting conditions. [00:42] Make sure that reinsurance or risk pools kick in for [00:45] those four people in that small business that get [00:48] cancer, subsidize that coverage.
