[Samantha Power](http://time.com/4634301/watch-live-samantha-power-un-ambassador/ "undefined") gave her final major speech of her tenure on Tuesday, addressing the Atlantic Council in remarks that eschewed softball subjects in favor of what she described as “a major threat facing our great nation: Russia.” Power has not hesitated to get tough on Russia in recent months. Commenting on the tragedy in [Aleppo](http://time.com/4625588/russia-military-presence-syria/ "undefined") in [December](http://time.com/4601801/aleppo-samantha-power-russia-assad/ "undefined"), she said, “To the Assad regime, Russia, and Iran — three Member States behind the conquest of and carnage in Aleppo — you bear responsibility for these atrocities … Are you truly incapable of shame? Is there literally nothing that can shame you?
