The vote was seen as a landmark move in Kentucky, which [ranks](http://time.com/wp-content/uploads/2015/02/chapter02.pdf "undefined") among the states with highest tobacco yield. The sponsor of the bill, state Rep. Susan Westrom, said secondhand smoke kills about 950 Kentuckians each year.
